Small business owner. Mayor of Covina. Most importantly, husband and father.Victor Linares is a champion for Covina’s people, businesses, and thriving culture.
Victor was born and raised in West Covina. He went to South Hills High School and chose to build his future in the neighboring city of Covina. Today, he and his wife, Sylvia, are raising their children in Covina, where he purchased his home 18 years ago. Sylvia serves as a police officer, giving their family a deep connection to public safety and community service.
Victor leads operations for Arrow Lodge Brewing, a successful craft brewery that employs more than a dozen people. It has become a local gathering place where neighbors meet, families celebrate, and the community comes together. Running a business has given Victor first-hand experience with hiring, budgeting, and the challenges that small businesses face.
In public service, Victor was elected to the Covina City Council in 2017 and currently serves as Mayor. His approach is practical and rooted in local priorities. His leadership has helped bring new energy into Covina’s economy. In the last few years, an acclaimed comedy club and an award-winning restaurateur chose Covina as their new home, creating jobs and adding life to the downtown area. Roads continue to be repaved, parks continue to be enhanced, and Covina continues to be a special hometown gem in the San Gabriel Valley.
Victor also worked to deliver the Recreation Village (planned opening in Spring 2026), a project that embraces Covina’s citrus history by transforming former citrus packing houses into a new, modern community hub that will serve all ages. This 2.5-acre facility is funded largely with competitive grant monies and will provide programs, sports, classes, a new library, and gathering space for everyone. It is truly a once-in-a-generation community enhancement for all to enjoy.
When Covina families were hit by ICE actions and federal budget shutdowns, Victor teamed up with community partners to provide free legal assistance and food vouchers to residents in crisis. His message was clear: Covina takes care of its own... especially now.
